Abstract: Current problems in Neuroscience (for example, understanding the sensorimotor system), Biology (protein structure), complex technological systems (the Internet, future power grid, the financial system and its connection to the broader economic system) require understanding the interactive behavior of interconnected dynamical systems. These systems operate at different spatial and temporal scales, are often structured as layered systems (e.g. the Internet) and are required to be evolvable, adaptive and robust to a charging environment. At the same time they are often fragile, in the sense, that a ``small'' structural perturbation to the system can cause large scale, long range failures (e.g. cascade failures in electric power systems, collapse of the financial system). The nature of these phase transitions appear to be qualitatively different from critical behavior encountered in statistical mechanics. It is unclear whether current methodologies arising for example, from Information Theory, Control and Dynamical Systems Theory, and Artificial Intelligence are able to address these issues satisfactorily. New paradigms are needed to successfully address problems of analysis and synthesis of interconnected complex dynamical systems.
