Most Ph.D. study in Germany are offered by universities. You have to check their web sites one by one to find out the opening positions, and then just send the professors your application letters. There may be some offers of Ph.D. study directly from companies. You can find such info in the recruiting homepage of the company you are interested, or in the job hunting web sites, such as www.job.de .
Ph.D. study, so-called "romotion" in German, is a kind of working position in Germany, and the professor is like the boss of a small company. So appling for a Ph.D. study is just like applying for a job. It's not easy, especially in such a non-English-speaking country. So just be patient and keep trying.
